Job Description

The Sexual Rights Centre (SRC) is a non-governmental organization established in 2007 and headquartered in Bulawayo, Zimbabwe. SRC exists to advance and promote the access, voice, agency, and empowerment of marginalised, vulnerable, and key population communities in Zimbabwe to realise quality, comprehensive and affirming sexual and reproductive health and rights. Thus, the core goal of the organisation’s work is on realizing the rights of young and adult lesbian, gay, bisexual, transgender, intersex and questioning persons (LGBTIQ+), sex workers (SW) in their diversity, people who use drugs, people with disabilities, adolescents, and young persons, including young people in tertiary institutions – to meaningfully contribute towards movement-building of the nascent movements, networks, and organisations of these populations. We contribute to larger shifts in discourse, policy, and practice: towards a Zimbabwe in which the sexual reproductive health and rights of all people are respected, upheld, and protected.

We are currently responding to five strategic goals (as underpinned in our Strategic Plan 2021-2025) namely:

  • Strong and resilient individuals, movements, and communities of marginalised, vulnerable, and key population groups;
  • Reduced stigma and discrimination;
  • Improved and inclusive service delivery;
  • Policy and practice change, harmonization, and full implementation;
  • Organizational capacity strengthening, sustainability and management of change.

Rationale for developing a sub-award and Grant management policy

SRC is broadening its scope of work in 2022 to be a Grant manager, but does not have a Sub-Award and Grant management policy in place. The policy will guide grant making processes and oversight procedures, to reduce legal liability, to improve the grant management efficiency and ultimately increase stakeholders’ confidence in the organization.

Description of the assignment

The main purpose of this assignment is to develop a sub award grant management policy that includes:

  • Selection of partners and pre-award assessment;
  • Contract of agreement;
  • Budgets and workplans;
  • Partner Principles;
  • Pre-disbursement requirements and disbursement of funds;
  • Project management;
  • Financial management;
  • Procurement;
  • Asset management;
  • Reporting and compliance management;
  • Project records and retention period;
  • Grant communication protocol; Audit;
  • Grants grievance procedures and conflict management;
  • Grants termination;
  • Grants closure procedures.

Key deliverable: A comprehensive Sub-Award and Grant management policy.
Reporting: The consultant will directly report to the Director for the assignment.
Duration of the assignment: The assignment should be conducted over 10 working days

Competences and experience of the consultant

  • In-depth knowledge of Grants management concepts, practices and procedures;
  • Degree in Accounting, MBA an added advantage;
  • Vast experience in policy development;
  • Consulting experience within a nonprofit making organization;
  • Experience working in an African context with a hybrid of CSO’s
