The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide operational support in the security management system to enable the safest and most efficient conduct of the Programmes and activities of the United Nations System. Under the direct supervision of the Security Adviser / Deputy Security Adviser for Zimbabwe or, in his absence, the Field Security Associate (FSA) and the Operations Centre Supervisor, the Security Communication System Operator will work in shifts 24/7 to ensure effective functioning of the Security Operations Centre (SOC) in Harare, which serves as the nerve centre of the Security Communication System (SCS).

As such, the Security Communication System Operator will broadcast security related information which could affect operations; keep tracks of all UN vehicle movements; when required, record individual movements; conduct radio checks with UN staff. Incumbent is also required to help train UN staff members in the proper use of all communications equipment.

The Security Communication System Operator works in close collaboration with the UNDSS SA/DSA, FSA, SOC Supervisor, Agency Security Focal Points (ASFPs) and other UN staff members in providing support on telecom related issues.


Ensures the round-the clock service of the Security Operations Centre (SOC).

  • Conduct monitoring and tracking of movements outside the capital of UN Personnel and Visiting missions on multiple field trips both in-country and cross-border missions; advises Agency security focal points at destinations on the arrivals and departures of UN travelers.
  • Keep and update all emergency contact information files and provide necessary info to all UN personnel during the emergency situations as required;
  • Conduct periodic [bi-monthly & monthly] communication Checks with Wardens, Security Focal Points, Senior Management and maintains a record of such checks.
  • Update all UNSMS Key Personnel and Host country emergency services contact details.
  • Monitor local media, brings to the attention of the LSA and SA any matters, which may affect the security of the UN Personnel, assets and programmes.
  • Maintain contact with security guards at UN offices and international staff residencies for better coordination of security.
  • Provide information to UN Personnel, callers from outside the country (Headquarters and UN offices) on matters related to security in response to their inquiries.
  • Broadcast security advisories, alerts and warnings to UN Personnel when and as approved by the DO/SA.
  • Perform any other duties deemed necessary by the DO/SA and LSAs.

Responds to safety and security incidents involving UN Personnel and their dependents, assets and Programmes.

  • Respond to emergency and distress calls from UN Offices, UN Personnel and Dependents accurately record details of reported incidents and accidents and notify the LSAs and SA accordingly.
  • Liaise with the departments and representatives from Ministry of Home Affairs, State Security Services, Traffic police and other host Government entities as and when required.
  • Liaise with the Local Hospitals, Clinics and ambulance services when UN personnel and their dependents are in need of urgent medical attention/assistance;
  • Informs the respective Agency Security Focal Point and Wardens for better coordination of response.
  • Dispatches and provided on-site security support for UN Personnel and their dependents in the event they are involved in safety and/or security incidents as well as emergencies in accordance with the emergency response standing operating procedures (SOP).
  • Conduct headcounts of UN personnel following incidents of earthquakes and prepares reports on the headcounts.
  • Perform any other duties deemed necessary by the DO/SA and LSAs.

Maintains equipment in order, keeps log and prepares incident reports.

  • Maintain the proper functionality of the GSM Network based security communication system to ensure the efficient conduct of security operations.
  • Ensure that all established work documentations are properly maintained; relevant reports (including hand-over reports) are made in special log books;
  • Ensure that the equipment under his/her control is always in a good working condition, notifying breakdowns immediately to the Senior Security Communication Operator, LSAs, and SA,
  • Perform any other duties deemed necessary by the DO/SA and LSAs.

  • Advanced Level Secondary School Education or higher.


  • At least 5 years of working experience in the security industry/activities, or military/ police.
  • 2 or more years of previous work experience in emergency response in International Organizations and/or Embassies is an asset.
  • Ability to work with computer and office software packages (MS Word, Excel, PowerPoint etc.) and knowledge of database packages.
  • Knowledge of usage of VHF radio.
  • Requirement of driving proficiency with driving license is a must.
  • First-aid training or any other medical support related training will be additional assets;
  • Proven driving experience and skills and safe driving record.


  • For this position, fluency in English and Shona or Ndebele is required.
