Job Description

The National Competitiveness Commission [NCC] is a statutory body established by an Act of Parliament [Chapter 14:36], and falls under the purview of the Ministry of Industry and Commerce (MoIC). The Commission is mandated to facilitate the creation of a competitive environment for Zimbabwean business through the development, coordination and implementation of key policy improvements required for domestic, regional and global competitiveness. The Commission seeks to consider suitably qualified candidates for the following ‘Permanent Contract’ position of Risk Monitoring & Evaluation Officer to be based at our Harare offices.

Job Overview

The Risk Monitoring & Evaluation Officer reports to the Executive Director of the Commission. The position exists to provide support to the Commission through appraising on the adequacy, probity, transparency and effectiveness of internal management controls, risk and corporate govemance

Duties & Responsibilities (Key Result Areas)

  • Conduct risk assessments;
  • Plan and deliver internal audits of determined Commission areas/departments
  • Conduct value for money audits (management auditing) i.e. appraising the 3Es Economy, Effectiveness and Efficiency;
  • Assess, evaluate and promote compliance by Commission departments with all relevant policies, regulations and legislation;
  • Evaluate financial records of the Commission;
  • Monitor implementation of conformance/compliance as per relevant risk or quality instruments;
  • Monitor and evaluate focus areas for the organization’s Strategy and annual work plans
  • Evaluate individual projectsand processes against approved M&E Framework
  • Communicating with management to keep the projects initiated aligned with their goals
  • Performing quality control on the projects throughout their development to maintain expected standards.
  • Assess whether the Commission is in compliance with quality control procedures or not e.g. ISO Standards.
  • Developing and implementing quality control audit plans.
  • Keeping abreast of industry standards and regulations.

  • Excellent interpersonal and communication skills;
  • Must have good report writing skills;
  • Excellent attention to detail to review large amounts of data and numbers;
  • Exceptional statistical analysis skills to verify entries
  • Good critical-thinking skills to gather all of the available data and make informed decisions
  • Excellent quality management skills
  • Proficiency in accounting software and spreadsheets

Required Qualifications & Experience

  • A minimum qualification of a Bachelors degree in Project management, Statistics Internal Auditing, Finance or Accounting;
  • A relevant Master’s Degree is an added advantage;
  • Be a member to any of the following professional bodies; Institute of Auditors of Zimbabwe; Institute of Chartered Secretaries and Administrators of Zimbabwe (ICSAZ); Institute of Certified Public Accountants of Zimbabwe (ICPAZ); Association of Certified Chartered Accountants (ACCA) and Chartered Institute of Management Accountants (CIMA) is a prerequisite;
  • At least three (3) years’ relevant working experience in internal auditing.
