Job Description

CARE began working in Zimbabwe in 1992 in response to a severe regional drought. After establishing a drought mitigation program, CARE began longer term developmental programs with local partners in building small dams, strengthening local microfinance institutions, and launching projects to assist small businesspersons in the rural areas.

Job Description

To ensure successful implementation of a comprehensive strategy on natural resource management and community resilience building interventions to reduce food insecurity in two provinces (Masvingo and Manicaland) of Zimbabwe

Key duties and Responsibilities

  • Oversees all resilience activities, Disaster risk reduction, Natural resources management, Watershed management, Multiple Water Use Systems, Productive asset creation (Food for Assets (FFA) and management activities, ensuring that staff follow work plans, activities are on schedule, and that programme deliverables are completed as planned. Coordinates and facilitates Technical working group meetings to review progress, generate and document lessons and challenges for continuous program improvement.
  • Coordinates detailed feasibility study and pre-check surveys in conjunction with relevant government departments to determine scope of work (including person days, food, workers)
  • Advises on technical aspects of disaster risk reduction, strengthening of community multiuser institutions, sustainable natural resources and community asset management to promote resilience and sound environmental management and compliance by rural communities.
  • Coordinates generation of Bill of Quantities (BoQs), financial budget and technical design for the project
  • Establishes the work norms for participating communities including Project Implementation Team (PIT) selection criteria, community asset management structures and worker selection criteria
  • Contributes to new proposal development and input into the development of SoWs for agriculture and livelihood related studies
  • Provides technical guidance to the designated C/FFA project field officer, logistical and information support with respect to food basket, NFI material dispatches, cash/food distributions, monitoring and evaluation
  • Manages implementation of activities providing technical direction, developing work plans, monitoring implementation and impact, training staff in asset management, disaster risk reduction, natural resources management and resilience design principles.
  • Working with M&E, consolidate quarterly and annual reports submitting to the DCOP.
  • Identifies and pursues solutions to specific asset creation problems highlighted by communities, stakeholders and staff in the project operation areas
  • Certifies completion of works by phases in compliance with Government of Zimbabwe statutory regulations and recommends payments (food /cash)
  • Monitors and reviews use and movement of project hardware (such as NFIs, equipment), resources and assets (such as level equipment)
  • Facilitates collaborative joint progress monitoring at project sites with relevant government technical departments and local authorities at provincial and district levels
  • Coordinates all consortia partner activities on resilience in all the four districts of operation working with Technical Leads and district coordinators.
  • Maintains close working relationships with donors, other humanitarian and development organizations, and local partners, including representing Takunda at local coordination meetings as assigned
  • Inputs into the development of monitoring and evaluation tools and promotes community based monitoring and reporting systems
  • Monitors adoption and uptake of technologies and innovations by project participants
  • Monitors and documents performance of various actors along value chains as well as performance of project participants
  • Inputs into the development of SoW for resiliency related studies
  • Receives project information from the Project team and prepares project reports in compliance with donor and internal requirements
  • Reviews and inputs into the consortia led consolidated donor report
  • Carries out post-project survey and submits to the DCOP
  • Compiles and maintains asset registers for NFI materials at project sites and prepare disposal plans for the materials
  • Prepares completion certificates of completed assets for endorsement by communities and government authorities
  • Monitors the overall welfare of staff, ongoing evaluation of staff identifies performance strengths and deficiencies, and arranges for necessary action
  • Contributes to the development of project PREP documents such as proposals, results framework, budgets, Detailed Implementation Plan (DIP) and other project documents as required. Input into the consortium level and sector level (P) planning (monthly, quarterly and annually).
  • Receives approved project budget and approves project expenditure in line with budget and approval limits in compliance with donor requirements and internal policies

Qualifications

  • BSc Degree (Masters will be preferred) in agricultural economics, natural resources management , disaster reduction, agriculture development, or related field
  • A minimum of five years of experience in natural resources management, market-led agricultural development or economic development , community development projects is required years’ ,
  • Demonstrated experience developing and ensuring quality control for technically rigorous, food security integration and collaboration, particularly for sub-grantees and implementation awards.
  • Experience in addressing constraints and limitations and building capacity in systems supporting food security, nutrition, resiliency and agriculture, in particular: government systems, market systems and community based participatory governance related to resources and development processes.
  • Demonstrated understanding of current food and nutrition security and resilience strategic directions and trends in Zimbabwe.
  • Previous management experience on a MYAP, DFAP, or USAID-funded program with demonstrated strong management and interpersonal skills.
  • Experience in monitoring, evaluation and learning as well as emergency food security programming is an advantage.
  • Understanding and demonstrated commitment to the importance of gender and youth issues in food security programming.
  • Demonstrated commitment to principles of Gender Equity and Diversity, as evidenced in previous positions / programming.
  • Demonstrated experience with guiding and mentoring staff as well as experience managing a team of technical specialists in a consortium set up.
  • Demonstrated ability to network, communicate, and build/maintain relationships with a wide range of stakeholders.
