About

To implement its new bilateral cooperation programme in Zambia and Zimbabwe, an International Development Organization closely linked to one of the Embassies is looking for a Programme Officer. Professional experience and networks in Zambia are required. Extensive experience in the conceptualization and formulation of new programmes and initiatives in health / governance are a core requirement, as well as excellent writing skills for high-quality document submissions. Demonstrated competencies and experience in health / governance. Ability to analyze political and economical facts and trends in Zambia and Zimbabwe.

Job description

  • Conceptualisation, formulation, planning, support to implementation, monitoring and evaluation of projects, programmes and contributions of the organization’s health / governance portfolio in Zambia and Zimbabwe;
  • Efficient technical and political dialogue with stakeholders related to the portfolio including youth organizations;
  • Manage the tender and procurement process in case of the organization’s project mandate and other purchases including verifying fees and prices with partners and follow up to ensure all contractual obligations are completed;
  • Monitoring-evaluation, steering and planning processes: contribute to mid-year review, annual report and planning, context monitoring, as well as evaluation and steering of on-going cooperation programme and planning of the new cooperation programme, based on knowledge of the sector and results and lessons learned from projects;
  • Support the embassy in governance, political and/or economic analysis of the Zambian context.

Qualification

  • Experience 10 years plus;
  • Education Level Master’s Degree;
  • Qualifications Bachelors degree plus Masters in the field of Health, Political or Social Science, International Development / Relations, or similar;
  • Software MS Office;
  • Knowledge of health and governance systems and the political and economic context of Zambia is a must;
  • Skills to analyze complex topics, work effectively with external stakeholders (in particular government counterparts), and communicate effectively;
  • Ability to write concise and clearly structured documents in excellent English;
  • Further languages like Bemba, Nyanja, Tonga, Lozi, Shona, Ndebele, French or German a plus;
  • Other Requirements International travel, in particular to Zambia, is expected;
  • Dynamic personality, team spirit, networker, open minded
