Job Description

The National Competitiveness Commission [NCC] is a statutory body established by an Act of Parliament [Chapter 14:36], and falls under the purview of the Ministry of Industry and Commerce (MoIC). The Commission is mandated to facilitate the creation of a competitive environment for Zimbabwean business through the development, coordination and implementation of key policy improvements required for domestic, regional and global competitiveness. The Commission seeks to consider suitably qualified candidates for the following ‘Permanent Contract’ position of Legal Officer to be based at our Harare offices.

Job Overview and Responsibilities

The Legal Officer reports to the Executive Director of the Commission. The main responsibility of the Legal Officer will be to provide legal advice to the Commission.

Duties & Responsibilities (Key Result Areas)

  • Providing legal advice to the Commission in accordance with the set parameters;
  • Drafting and reviewing, legislation, Statutory Instruments, Directives, and Circulars;
  • Attend public hearings on legislation affecting the Commission;
  • Drafting and reviewing contracts;
  • Providing legal advice on legal issues affecting the Commission;
  • Conducting legal research;
  • Advise the Commission on regulatory Compliance matters in accordance with the applicable legislation, set standards and international best practice;
  • Analyse and identify legal risks and implications;
  • Attend meetings with various Ministries or other stakeholders on behalf of the Commission;
  • Represent the Commission at local, regional and international workshops, conferences and seminars;
  • Drafting and maintaining legal reports;
  • Managing legal and litigation processes in Liaison with external lawyers;
    Assisting with Company Secretarial and compliance duties.

Required Qualifications and Experience

  • A Law Honours degree from a reputable University
  • Be a Registered member with The Law Society of Zimbabwe
  • A Certificate in legislative drafting is a distinct advantage
  • A Master’s Degree in Law is and added advantage
  • Experience At least 5 years’ post qualification relevant experience, preferable from the public sector
  • An appreciation of company secretarial and compliance duties
  • An appreciation of corporate governance issues in relation to public entities
