Job Description

Invitation for expression of interest – Job Evaluation Exercise for the Public Service of Zimbabwe



The Public Service Commission (PSC) intends to conduct a Job Evaluation exercise for the purposes of reviewing job clusters, job content, job competencies and job skills. The exercise will be based on the Paterson Job Evaluation system. The Job Evaluation will be used for the purpose of arriving at pay equity by establishing equivalences and relationships between jobs performed by members of the Public Service of Zimbabwe. The exercise will include the production of a job rating manual which will allow jobs to be placed in a proper relative order depending on their rated worth.

The Public Service Commission is therefore inviting registered organisations‘individuals with proven record of accomplishments. qualifications and experience to submit their expression of interest to carry out the Job Evaluation.

Scope of work

To carry out a Job Evaluation using the Paterson Job Evaluation approach for jobs in the Public Service of Zimbabwe

Expected Outcomes

The deliverables expected from the Consultant are as follows;

  • Competency Based Job Profiles for the selected jobs in the Public Service
  • Job descriptions for the selected jobs in the Public Service
  • Job Ratings for the selected jobs in the Public Service
  • Implementation schedule for the revised job evaluation recommendations
  • Monitoring and Evaluation Mechanism new’revised structures and systems.
  • Job Evaluation manual

Requirements for the Consultant

  • Must be registered with the Procurement Regulatory Authority of Zimbabwe (PRAZ)
  • At least three reference letters from client organisations that they have served in a similar capacity
  • Summary of the Consultant’s experience in developing similar solutions
  • Detailed company profile
  • Company registration documentation
  • Proof of Registration with the National Social Security Authority
  • Relevant bank statements
  • Tax clearance certificate

The Public Service Commission reserves the right to reject any expression of interest if it is determined that the bidding organisation has been declared ineligible for the award of a procurement contract under Section 99 of the Public Procurement and Disposal of Assets Act (Chapter 22:23]. Detailed terms of reference and related tender documents will be provided to shortlisted Consultant Organisations.
