Job Description

The Cloudburst Group is conducting a Portfolio Performance Evaluation of Democracy and Governance (DG’s) achievement of Development Objective (DO) 3. USAID’s DG programs promote a more accountable and democratic system of governance in Zimbabwe – led primarily by local actors – to advance basic democratic principles, advance fundamental freedoms, and foster participatory decision making processes, with the goal of improving the lives of all Zimbabweans. The project goal has four (4) Intermediate Results (IRs), namely:

  • IR 1: Constitution-driven reforms advanced;
  • IR 2: Systems of accountability strengthened;
  • IR 3: Citizen action and influence increased at all levels; and
  • IR 4: Social cohesion within targeted communities deepened.

The evaluation aims to determine whether and to what extent DO3 achieved intended results, and to propose recommendations for future programming. The evaluation will assess program results and outcomes/effects, achievements, factors that contributed to/against progress, and determine the effectiveness and efficiency of implementation processes. The evaluation will also serve to document lessons learned over the past five years, identify best practices and make recommendations that inform potential future programming.

The evaluation design and methodology will include both primary and secondary data sources and interview of multiple stakeholders including USAID staff, implementing partners, and other key informants. The methodology will influence from the Agency’s DRG Strategic Assessment Framework (SAF).

This posting is to recruit an independent consultant to lead the Performance Evaluation with experience conducting evaluations for USAID programs.

Period of Performance: Approximately November 2021 thru March 2022

Essential Duties/Tasks and Responsibilities:

  • In consultation with Cloudburst and assessment team, develop a detailed work plan for the assessment.
  • Collaborate with assessment team, including Cloudburst, to design and implement a rigorous mixed methods assessment approach. The design and methodology should include the use of both primary and secondary data sources and interview of multiple stakeholders including USAID staff, implementing partners, and other key informants.
  • Conduct fieldwork to support assessment, including a desk review,
  • Prepare remote findings workshop and out brief for Mission and Embassy staff at conclusion of fieldwork.
  • Lead the drafting of an evaluation report, responding to USAID’s questions and criteria, with an emphasis on analysis-based, actionable, and operational recommendations that can assist with strategic decision-making and programmatic decisions.
  • Present assessment to USAID and other USG officials.

Minimum Required Knowledge, Skills, and Abilities:

  • At least 7-10 years of extensive analytical experience in the DG sector and/or evaluation
  • Master’s degree in a relevant field.
  • Familiarity with USAID’s objectives, approaches, and operations.
  • Knowledge of whole-of-project assessment methodology, including desk review, qualitative and quantitative data collection, analysis, and reporting.
  • Deep familiarity with the Zimbabwean context
  • Superior writing, communication, and analytical skills.
  • Excellent management and leadership skills.
  • English fluency required.
