Deputy Chief of Party – USAID/ Zimbabwe Maternal, Neo-natal and Child Health & Family Activity

This Opportunity:

Palladium is seeking a Chief of Party (COP) for an anticipated 5-year USAID-funded Zimbabwe Maternal, neonatal, and child health and family activity. This activity will contribute to the reduction of maternal mortality and
morbidity through increased access to comprehensive, voluntary family planning services to poor
and underserved populations in Zimbabwe. The suggested activity objectives are:

  • To improve demand for and the availability of quality MNCH services
  • To increase the use of MNCH services, targeting hard-to-reach populations
  • To strengthen community systems and linkages for integrated MNCH services
  • To improve Ministry of Health and Child Care (MOHCC) capacity for MNCH policy implementation
  • To increase awareness of comprehensive, voluntary FP methods, particularly LAPM methods, among underserved women and men aged between 15 -49 years by 2028.
  • To provide comprehensive voluntary and free FP services to women and men from poor and underserved communities through mobile clinical outreach nationwide and the private sector by 2028.

The DCOP will work closely with the Chief of Party to provide overall leadership and management of the project including meeting the project’s technical objectives, harmonizing activities across the program, managing financial resources, program staff, fund disbursement, partnering agreements, maintaining good working relationships with host government officials and local partners, managing client reporting, and ensuring high-quality service delivery.

Key Competencies Required:

  • Support the Chief of Party to provide technical direction and supervision for all program activities and interventions to ensure integration, coordination, and collaboration across all result areas
  • Ensure that project objectives, outcomes, and deliverables are met and that reporting requirements of the donor are followed.
  • Ensure quality activity implementation, employ project M&E tools, and ensure compliance with donor requirements.
  • Provides functional guidance to project staff, other USG IPs, and stakeholders to ensure deliverables are met within timelines and budgets as needed. Regular engagement with the technical specialists; thematic team meetings both in the project and with MOHCC;
  • Promote sustainability of project activities through effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations
  • Provide operational, technical, programmatic, financial, and management guidance and support for project activities
  • Manage a diverse staff of technical and administrative professionals to ensure responsive and efficient technical implementation.
  • Provide analytical and evaluative techniques to identify, consider and resolve issues or problems.
  • Oversee and ensure efficient monitoring of subcontracts and grants to local partners
  • Organizes and supports project training, conferences, workshops, and meetings as needed. Participates and represents the organization as needed in outside associations, conferences, and symposia; prepares necessary project-related reports, including presentations and white papers.
  • Support the COP in coordination with other local USAID representatives, USG projects, as well as other development partners to ensure collaboration, integrated approaches, and complementarity of the interventions

Professional Expertise/Competencies Preferred:

  • Master’s Degree or higher in health, social sciences, international development, or related fields.
  • At least 8 years of professional experience in at two or more of the following areas: Maternal Newborn Child Health, Family Planning, and HIV/AIDS.
  • USAID program experience a must with prior experience in a team lead or other management/leadership role on a USAID-funded project.
  • Previous experience in partnership building, particularly with the public and private sectors, government representatives, donors, and community organizations.
  • Demonstrated knowledge and experience with USAID or other donor planning and reporting systems, operations, programming, and structure
  • At least 5 years of experience working in low- and middle- income countries (LMICs). Experience in Zimbabwe preferred.
  • Excellent interpersonal, writing, presentation, organizational and computer skills required (Outlook, Word, Excel).
  • Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a required timeframe.
  • Ability to respond and adapt quickly to changing requirements and competing demands.
