Consultant to support COVID-19 Response in Zimbabwe

Contractual Arrangement : External Consultant

Purpose of Consultancy

The World Health Organization (WHO) provides technical support to the Government of Zimbabwe led national response to the COVID-19 pandemic. The WHO seeks the services of experienced consultants) to support Government of Zimbabwe/Ministry of Health and Child Care (MOHCC) priority activities to further strengthen the implementation of the public health pillar of the national response. The consultant(s) will be expected to work very closely with national authorities, partners and stakeholders supporting the public health pillar of the COVID-19 response to plan, implement and document an Intra-action Review in line with WHO COVID-19 Intra-action review guidelines.


Zimbabwe has been implementing o Whole-of-Government national response to COVID-19 since March 2020. The World Health Organization, working very closely with the United Nations System, bilateral and multilateral partners, has provided technical, financial and material support, to the Government of Zimbobwe in the preparation, implementation, monitoring and evaluation of national multisectoral COVID-19 response plans. Zimbabwe has made progress implementation of resolutions from recent WHO Governing board meetings (73rd session of World Health Assembly, 74th session of World Health Assembly; 69th session of Regional Committee for Africa; 70th session of Regional Committee for Africa) aimed at strengthening national COVID-19 response as well as preparedness and response to all health emergencies within the context of the International Health Regulations (2005).

The World Health Organization is providing technical support to Zimbabwe, working under the leadership of the Government, and in close
collaboration with partners and stakeholders, in preparation of the next version of national multisectoral COVID-19 response plan. This plan will be
informed by the findings and recommendations of an intra-action review that is expected to be implemented in September-October 2021.

Scope of work

Under the overall guidance of the WHO Representative, the consultant{s) will work closely with the national authorities, WHO technical experts, partners and stakeholders to support the:

  • Preparation of context-specific intra-action review tools for Zimbabwe
  • Finalization of training package for facilitators of the intra-action review
  • Implementation of intra-action review activities
  • Preparation of intra-action review report and other information products
  • Preparation and implementation of dissemination plan of intra-action review finding and recommendations
  • Preparation for next iteration of national multisectoral COVD-19 response plan including preparing plan for adequate stakeholder engagement and consultations.

Functional Knowledge and Skills

  • Demonstrated expertise in planning, monitoring and evaluation public health emergencies including but not limited to COVID-19
  • Demonstrated expertise in planning and implementing public health operational research and/or rapid assessment activities
  • Demonstrated skills in training of public health professions in public health emergencies
  • Strong skills in working closely with stakeholders from Government, UN system, international and national technical partner agencies, civil society, academia and private sector
  • Excellent writing skills as demonstrated by high quality assessment/evaluation reports, policy briefs and manuscripts for publication

Educational Qualifications

  • Post-graduate degree in Medicine, Public Health or related health sciences


  • A minimum of 7 years’ experience in the planning, managing, monitoring and/or evaluating public health programmes that address public health emergencies
  • Experience in planning, implementing, monitoring programmes aimed at strengthening IHR capacities at national and/or sub-national level
  • Experience in working with UN agencies or other recognized humanitarian agencies on short-term or long-term consultancy assignments
