Job Description

The African Regional Intellectual Property Organization (ARIPO) is an Intergovernmental Organization created in 1976 under the Lusaka Agreement concluded under the auspices of the United National Economic Commission for Africa (ECA) and the World Intellectual Property Organization (WIPO). Membership of the organization is open to all states members of the African Union (AU). The present members of the Organization include Botswana, The Kingdom of Eswatini, The Gambia, Ghana, Kenya, The Kingdom of Lesotho, Liberia, Malawi, Mauritius, Mozambique, Namibia, Rwanda, Sao Tome and Principe, Seychelles, Sierra Leone, Somalia, Sudan, Uganda, United Republic of Tanzania, Zambia and Zimbabwe. (Total: 21 states).

ARIPO has a web-based eService platform that provides IP information service for the stakeholders. It has functionality that allows applicants to submit their IP applications without physically visiting the ARIPO offices by providing e-filing and e-payment. The platform also provides functions of online file inspection, filing of follow-up documents, the Intellectual Property Digital Library (IPDL), journal search and download of forms & fees information.

ARIPO is looking for a consultant to develop a mobile application that is integrated with the eService platform and website to enhance communication, connectivity with stakeholders, knowledge sharing and efficiency. The app will provide users with real-time data on applications filed with ARIPO.

Objective of the Assignment

The main objective of this assignment is to design, develop and deploy an android and IOS based mobile app for ARIPO. The app will be integrated with the eService platform and provide information to users of the IP system, meeting documents as well as general notifications and updates from ARIPO.

Scope of the work

The work will include the following tasks:

  • Designing, developing and integration of the mobile app
  • Developing a database system complemented with a user-friendly dashboard that will be used by Administrators
  • Develop Administrator and User Manuals
  • Conduct extensive testing to ensure errors and bugs are addressed and fixed.
  • Develop a Training Manual and conduct training for Administrators
  • Post release monitoring of the application performance
  • Deployment of the mobile app on Google Play Store and Apple App Store
  • Setting up of a test environment

General Requirements

In addition to the scope of the work mentioned above, the following are also required:

  • Convenient and friendly user interface adhering to platform specific UI standards provided by Apple and Google respectively
  • Simplicity for the user with convenient and user-friendly interface
  • Administration Panel to manage the mobile app data using latest combination of technologies.
  • To follow the industry-standard secure development methodologies
  • Good performance and loading speed
  • The app should run on any mobile device screen resolution
  • Offline Access to downloaded information
  • Control and other security controls in place
  • One year support after the launch of the mobile app


The consultant shall report directly to the Head of ICT who acts as the contact person for ARIPO.

Duration of the Assignment

The assignment should be completed within a period of 3 months.

Required Technical Expertise

For undertaking the assignment, the consultant should:

  • Be a registered company
  • Have at least 5 years of proven track record in the field of Mobile Application and Web-based IT Solution development and deployment and database management
  • Have a proven track record of developing successful mobile applications
  • Have a proven record of applications on the market in both Android and Apple OS
  • Have experience in project management
