Job Description

ECOZI is a network of Non-Government (NGO) International Non-Governmental Organizations (INGOs), Teacher Unions, Faith Based Organizations, Community Based Organizations and Civil Society Organizations’ (CSO) working within the education sector in Zimbabwe. It was registered as a PVO.

Objective of assignment

The main objective is to review and update the existing ECOZI policy, systems and procedures manual and develop improved processes in line with international best practices. This process will ensure that ECOZI’s policies, systems and procedures are clearly documented, strengthened and robust. ECOZI will contract the services of a consultant/firm with proven experience in developing, reviewing, and setting up operational procedure manuals for NGOs.

Scope of work

The scope will include assessing the existing policies, procedures and practices and identify gaps and areas which may require improvement and strengthening. The following steps must be carried out consequent to this: Review background documents which include due diligence reports undertaken by our internal/external audit teams, donors, and prospective funding partners; Familiarize themselves with current ECOZI’s policies and procedure manuals; Liaise with ECOZI staff and auditors; Ensure a participatory process in coming up with the revised policies and procedures; Put in place the necessary procedures, practices, and training to build capacity gaps and strengthen the operational systems; Facilitate the training of staff members on the new policies and procedures.

Deliverables and outputs

The consultant will report to the National Coordinator. The consultant is required to deliver the following:

  • An inception work plan within two weeks of commencement of the assignment;
  • Revised manuals incorporating all policies and processes;
  • Clearly mapped out procurement processes flow chart and updated procurement use templates;
  • Training workshop for staff on the new Procurement policies and procedure manuals and report on the same.


The successful Consultant is required to meet the following criteria:

  • An Experienced (At least 10 years plus) Policy and Procedure Manuals team leader– ideally an expert for development institutions or not-for-profit organizations; s/he shall provide the overall guidance to the project;
  • Solid demonstrated experience with organizational policies and manual reviews. The consultant should have experience providing consulting services in the development of Policy Manual; Process expert/s with relevant experience in the study of the not-for-profit organization processes, process reengineering, institutional strengthening, program management, etc;
  • Fluency in English.


This assignment will not take more than 15 consultancy days, in November 2021 and it is expected to commence by 1 November 2021.


ECOZI is obliged by the Zimbabwean tax authorities to withhold taxes on service contract fees as well as ensure VAT is charged where applicable. Applicants are advised to ensure that they have a clear understanding of their tax position with regards to provisions of Zimbabwean tax legislation when developing their proposals.

  • An understanding of the consultancy requirements; Methodology and work plan for performing the assignment;
  • Detailed reference list indicating the scope and magnitude of similar assignments;
  • Financial proposal showing clearly the budgeted cost for the work to be conducted (to be submitted in a separate document from the technical proposal);
  • The preferred format for the submission is PDF and Word.

Technical and Financial proposals will need to be submitted as separate documents. Financial proposals will not be opened until the conclusion of the technical evaluation and then only for those proposals that are deemed qualified and responsive.
