Type of Contract: Fixed Term Contract

Position Summary.

The Community Support Specialist (CSS) is responsible supporting the Technical Director (TD) in developing and overseeing the implementation of the Target, Accelerate and Sustain Quality Care in for HIV epidemic control (TASQC) community HIV program activities within the consortium. CSS will work with provincial program managers and consortium staff to improve the technical aspects of the program, operational support, and coordination/networking, in line with organizational and national guidelines and targets. The CSS reports to the Technical Director.

Key Responsibilities.

  • Support the TD in the development of sound TASQC community program work plans in line with national MOHCC HIV guidance and PEPFAR/USAID country operational plans.
  • Support the TD in the development of all HIV, TB/HIV, TB and cervical cancer minimum package standards, clinical management systems, patient flow systems, protocols, and best practices for implementation at community levels of the healthcare systems.
  • Support the TD in the development DREAMS, IPV/GBV, post violence care, ASRH Services and Linkage Implementation Plan, with Community based service delivery and establish a functional Services and Referral Network (SRN) at community level.
  • Coordinates the timely delivery of evidence and need-based DREAMS Core Services package in line with the set policies, protocols.
  • Oversee the use of community program resources in line with OPHID’s and/or subrecipient policies, the grant agreement, and in compliance with the USAID rules and regulations as applicable.
  • Manage data driven and justified identification of essential community program positions, develop job descriptions for positions and motivate for the filling of positions in a timely manner.
  • Lead the development of on boarding and capacity building material for all positions within the community program.
  • Support the TD and provincial program managers in the recruitment, orientation, capacity building, deployment, and performance management of community cadres.
  • Conduct monthly budget variance analysis, provide justification for any observed variances and remedial actions to closely align community program implementation with budgets.
  • Train, mentor, and coach provincial program managers and consortium partner program managers on their delegated community program responsibilities.
  • Support the provincial program managers and sub-recipient key program personnel in rolling out and implementing the minimum package standards/best practice for HIV, TB/HIV TB, and cervical cancer at community levels of the healthcare system.
  • Develop program reporting quality standards for all community program activities for implementation at community level.
  • Consolidate reports from provincial managers and sub-recipient key personnel on all community program implementation activities for the TD and senior management.


  • Degree in health or social sciences AND a master’s degree in public health or related
  • Completed course in project management will be preferred.
  • At least 7 years’ experience in implementing PEPFAR/USAID funded HIV, TB, and TB/HIV programs at provincial or national level within the public health system.
  • Knowledge and appreciation of PEPFAR/USAID indicators applicable to community programming
  • Experience is supporting teams dispersed widely across multiple geographic locations.
  • Proficiency in MS Office suite (Excel, Word, PowerPoint, Outlook), and online collaboration technologies.
