Job Description

The vacancy of Child Care for National Programme of Action for Children Child Rights Governance Manager has arisen in the Ministry of Health and Child Care. Applications are therefore being invited from suitably qualified and experienced candidates to fill the post.

Reports to: Deputy Director, Child Care for National Programme of Action for Children

Key Responsibilities

  • Assists and participates in the development of multi-sectoral strategies for advocacy and raising awareness on children’s rights and child care issues and needs
  • Assist in development of programmes to mainstream child rights among all stakeholders
  • Assist in designing and development of training guidelines and relevant IEC materials
  • Carry out training on child rights and care to all stakeholders and children
  • Supports Ministries to mainstream issues of child rights into their pre- and in — service training curricula to broaden reach information
  • Assist in Advocating with Parliamentarians on child rights issues e.g for a Child Friendly Budget i.e. adequate funding to meet needs of Government’ s programmes and policies that promote children’s rights
  • Assist in working with private sector to advocate for private sector policies that promotes children’s rights
  • Assist in the identification of key quality child rights indicators in relation to the Sustainable Development Goals (SDGs), design up to standard data gathering tools
  • Assist in the carrying out of surveys / research around child rights issues
  • Coordinates for sensitisation and awareness campaigns on child rights
  • Identify of promotive, preventive, curative and rehabilitative best practices that can be carried out by families and communities towards realisation of child rights
  • Evaluates community based programmes on child rights
  • Coordinates the development and implementation of Child Rights Based Community programme initiatives (e.g community sensitisation on Child Violence visa vie Child Rights
  • Assists in engaging relevant stakeholders on child rights
  • Assists in undertaking field visits and surveys which are intended to evaluate implementation of national programmes towards the realisation of child rights
  • Prepares reports on implementation for use during budget reviews, programme analysis, inter-ministerial committee meetings
  • Prepares monthly, quarterly, annual and other plans and reports
  • Any other duties as delegated by the Deputy Director National Programme of Action for Children/ Child Care


  • Degree in Social Sciences
  • A Master’s Degree in Social Science will be an added advantage
  • A minimum of 5 years’ experience of working with children, programming and advocating for their rights/ wellbeing
