Job Description

A local Non-Governmental Organization undertaking its programming in Masvingo Province is looking for a baseline consultancy service. The major objective of the organization is to facilitate meaningful participation of youth in citizen engagement, conflict management and electoral processes. The organisation is currently implementing a project that seeks to promote meaningful participation of young women and men between the ages of 18 and 35, in conflict management and social accountability monitoring at all levels of community development. In order to achieve this, the organisation uses four interventions which are capacity building, information dissemination, provision of youth friendly interface platforms as well as advocacy and lobbying. The Organisation is inspired by the values to respect human rights and the desire to build sustainable peace and development.

The organisation is conducting a baseline survey on conflict management and social accountability in Masvingo province. The organisation has already collected data from 7 of the 13 targeted wards in the 3 districts of implementation, so the consultant will collect data from the remaining 6 wards. The main task of the consultant shall be analysing all the data including the data already collected by the organisation and compile the baseline report. The project has already started and has both the project proposal and the logical framework approved by the funding partner. Bids should be submitted by interested candidates no later than 27 October 2021 as per the Terms of Reference.

Objectives of the survey

  • To interrogate youth and women’s participation in electoral processes, conflict management and demanding social accountability from public officials and other responsible institutions; To assess the youth and women’s capacities in engaging in meaningful and transformative electoral processes and community and local governance processes which ensures them their civil rights and entitlements; To examine the role of public officials and local institutions (inclusive of public, civil and private)’s capacities in embracing inclusive youth and women’s robust participation in community and local governance; To establish opportunities, discover policy gaps and proffer possible recommendations for influencing behaviour change, policy orientation and advocacy leeway; To document baseline data for each and every indicator of the logical framework.

Description of tasks

The survey is being carried out in the selected three districts of Masvingo that are under the organisation’s conflict management and social accountability programme. The consultant shall work closely with the Project Officer, Monitoring, Evaluation, Accountability and Learning Officer and the Project Assistant in order to provide on-the-job training and learning on how to collect and analyse the data and document it in a report.


The study is incorporating a participatory research approach grounded on qualitative and quantitative data collection tools.The mixed methods approach is critical in interrogating the intersectional issues surrounding citizens’ especially, youth and women’s participation in conflict management and social accountability monitoring. The process will involve the following major elements:

  • Real-time Kobo Collect based questionnaire – the android-based smartphone questionnaire will be administered to the sampled population;
  • Key informant Interviews (KIIs) – The study is targeting representatives from various institutions and political parties, inter alia who are relevant to the project. In effort to minimize physical conduct in observance of COVID-19 where possible, the virtual platforms shall be used;
  • Focus Group Discussions: The FDGs are held with a limited number of participants and the consultant shall adhere to WHO and national COVID-19 regulations.

Expected deliverables

The consultant shall be expected to meet the following deliverables:

  • Draft Report to be submitted to the partner for contributions;
  • Document baseline data for each and every indicator of the logical framework;
  • Consolidated baseline survey report.

Timeline: The consultancy will take place over a one month period beginning from 1st of November 2021 to the 1st of December 2021.

Budget: Consultants are expected to submit a budget. Budgets will be assessed on a competitive tendering basis.

Payment: Payment will be made upon satisfactory completion of deliverables.

Technical requirements for bidders

  • Minimum 5 years expertise and track record in carrying out peace and development related surveys;
  • Knowledge of using Kobo collect and other mobile data collection tools and qualitative and quantitative data analysis approaches;
  • Demonstrated expertise with various conflict management and social accountability tools and participatory research tools;
  • Excellent competence in participatory training and capacity building with Project Partners, CSOs and communities.
